The little tomato plant seems more interested in growing leaves than growing up. I have also noticed a broken little sprout next to the main base, which may mean that the plant had been tampered with by an unwanted factor such as a dog or little brother. As long as the main stem remains intact however, I am not too concerned for the plants overall well being.
